Big Changes to Modernize and Improve CA DCSS Operations Division

California Department of Child Support Services is constantly reviewing and improving how we deliver services to our customers. Our current structure has been in place for nearly a decade, yet during this same period of time, the needs of our community have vastly changed, requiring a higher standard of service and responsiveness.

As part of this effort, we are pleased to announce the expansion and reorganization of the Operations Division (OPS). Effective July 1, 2017, the business units of the Office of Payment Management (OPM) began to be integrated into OPS and will be a stand-alone section which will report directly to the OPS Deputy Director. The remaining OPM business units are being incorporated into other OPS division branches that will both consolidate and strengthen similar business functions.

The Centralized Enforcement Branch has been consolidated to include the Enforcement Unit, Intercepts and Locate, Non-Sufficient Funds and the Compromise of Arrears Program. The Centralized Enforcement Branch will also include the Employer Services Section which handles employer data maintenance, verification, analysis, and support.

The Statewide Customer Service Branch will include the Contact Center and Support Section consisting of the Operations Support unit, the Call Center, and the Non IV-D/Centralized Financial Worker (CFW-D) unit.

In addition, we have created a new Centralized Contract Management and Oversight Branch. The new branch will be responsible for performance monitoring, maintenance, and administration of a variety of non IT services secured via contracts, interagency agreements, and Memorandum of Understandings. This team will consist of the SDU Operations unit, the Performance Analysis and Reporting unit and a newly-created Centralized Contract Management and Monitoring unit.
